The conservative Arizona budget secured future elections by prohibiting corrupt election shenanigans from Secretary Fontes' budget allocation.

Instead, the budget requires him to fund secure elections with the following provisions:
- Reverts $5.3 million unspent FED HAVA money back to the original fund
- Restricts funding to legitimate election-related expenses ONLY
- Distributes 75% of the HAVA federal dollars to the counties for election security and integrity purposes
- Secretary Fontes must present a line item report to the JBLC before spending & distributing HAVA money
